Hisense LTDN46V86US. Television won't turn on with the remote or buttons on the front of it and the red light is on in the bottom corner. What's wrong with it please?
Most likely you have a main board issue, this model set had a really high failure rate for the main board and for that reason finding one is not easy and if you find one plan on spending around ($100) on a replacement board. What gives issues is the EEPROM gets corrupt data stored in it and it doesn't send the boot sequence to the CPU to power the set up, without that information the set can't come on. You can order a new IC from shopjimmy.com for around $15.00 but installing it isn't something most can do as it takes advanced soldering skills as it's a SMD but if you have the equipment and are ok changing it it's a cheap fix...The part location is N10 if that helps. HISENSE TV boot loop issue
Let me get this right..you want to know where the EEPROM is located on the main board, then you want to short some pins but not sure what pins to short so the TV will magically reboot. You said something about "get it out of the boot loop"..The boot log is what you need for the TV to work, The ROM sends the various commands to the CPU telling it what to do to make the TV wake up and come on. For your set to work you need to REPLACE the IC, ld tell you where it's located at but I doubt you have the equipment to replace SMD components. Your best bet to fix the TV is replace the main board.

Hisense tv won't stay on?
If your Hisense TV won't turn on, first ensure that the power cord is correctly seated in the back of your TV and then try a different wall outlet. If the TV still doesn't turn on, unplug it from the wall, wait 60 seconds, then plug it back in.

My Hisense 55" Class - R6 Series.
No it will not be the tcon board clicking and if you see the logo that board is working. Your going to need to get some voltage readings from the power board and see if it's working ok for starters. Next would be unplug the backlight connector and see if the sound goes away, if it does you have bad backlights and I think this will be the issue

Do i need a power board or main board
Let me be sure I understand this, you have 2.7 vdc when the connector is going to the main and nothing when it's unhooked? or is it the other way around?
