Peg perego pliko 3 handle extender
Sounds like something is broken inside the handle. The button isn't catching. You could do a few things, quick fix, put a rubberband around the shaft just below the handle when it is extended and it will keep it up high. Better fix, contact Perego and get a replacement handle. If it has been doing this since you purchased it, it may be under warranty. If it is past the warranty period, you can either take the stroller to a Perego repair center near you or potentially replace the handle yourself. How to remove the pad to wash it
ok,on the underside of pad should be screws holing it on with plastic spacers,remove these,but put them back in when fabric is free,then you can wash it,if its not screws use babywipes or scrubber washing up liquid and water sparingly

These are located under the front seat pad and they pull out they are on each side of the stroller.
Pliko p3 How do I set it so that baby is facing me
If you recline the seat fully and fold the footrest up, then take off the canopy and put in on backwards, you can lay your baby down (almost) flat and it will be as if you were pushing a pram-style carriage. The stroller frame itself does not change (as with the Pliko Switch); you just reverse the canopy and lay the baby down so that his/her head is where the feet would normally go and his/her feet are where the head would normally go. This set-up looks especially cool, in my opinion, and you can look at your baby while strolling.
If I haven't done an adequate job explaining, there is a website that has pics of the stroller with the reversed canopy. I can't remember the exact name of the site, but if you google "strollers and prams + Pliko" you should be able to find it. Good luck!
Locking mechanism
Sometimes the locking mechanism is a red gadget on the side of the stroller and sometimes it's a bar you press on the handlebar. Good news is, it's usually red so it's easy to spot! Do you still have your manual? If not, try looking up the manual on the company's website. I don't see your make or model listed in your question, otherwise I'd try it for you. Good luck! :)
