Does it have a belt drive and is it broken or need cleaning out

There is a break in the wire probably around the handle or plug. Turn the vacuum cleaner on and shake the cord. If the vacuum cleaner shuts on and off, replace the cord.

I am not sure about your particular model. But I had a small cheapy Hoover Upright that would not turn on. I pulled it apart (lots of screws) and found the inline fuse blew. I was able to fine a inline car fuse and install it and it worked fine.

It doesn't have a belt. The brushrolls are turned by a gearbox.

Might need a new belt

It might be clogged somewhere. A lot of the machines brought in to my shop for repairs actually were not squirting out enough water to have enough to suck up. It was only enough to get the carpet damp making the owner think it wasn't sucking up water. Make sure it is putting out enough water.

The pedal or part of the body where the pedal catches at are probably broken or worn

DRY SEALS LEAK

The compartment where the bag goes inside will be a place to put you thumb and push down. Now slide the door forward. The front panel will drop forward. It is hinged from the bottom.

Turn it over when open up and run it. Use the pads of your fingers to try and sop the brush. DON'T stick your fingers in it! All you are trying to do is see if resistance will stop the brush turning. If that passes the test, and the most likely cause is that you have a suction issue. You need to check all the airways from the top of the brush to the waste canister. The canister must also be a good seal. I had one of them and got rid of it for a Dyson.
