What tool is used to take strollers apart

Generally strollers are a collection of aluminum rods fitted into plastic supports and locked in with aluminum rivets. Wheels are generally fitted to the axel with capped star locks but have some clip arrangement to remove wheels from the frame for packing down.
Rivets have to be drilled out and replaced with new ones. To flair off the new rivet properly you need a clinch tool & dolly but you can make a less pretty repair with a ball-peen hammer and punch. Capped star locks need to be prized off and will never hold as well again so best replaced. So you need to have some new rivets and capped star locks be for you attempt to dismantle a stroller.

Safety 1st walker

We did it! It is glued together, so you really have to pry it apart at the seam. We used a box cutter and then a butter knife to wiggle it apart (it does take some persistance). Once inside the batteries come out fairly easily. They are 3 (G13 A CNB). They look like watch batteries.

Hi  The wonderful thing about baby strollers is everything is usually washable.  Make sure you wash it in cold water and hang to dry though so it doesn't shrink.  I have had strollers that you have to unscrew to get things off.  Its a pain but worth it once you have a fresh clean stroller.  Be careful with the screws so you don't strip them and just make sure when you put it back together that it is sturdy enough for baby before putting him/her in it. Hope this was helpful, and have a great day!

I left the batteries in

baking soda and a water solution.... perhaps use perhaps a q-tip to apply the solution... do not pour it into the item..... just carefully use the q-tip to wipe the inside of the battery case. i would even suggest holding it upside down so that liquid does not leak into the device.... allow it to dry ... insert the batteries and test it out.
I would suggest (because it is near a child) to dispose of the item and purchase another one as that rust is partly battery acid.

Squeaky Wheels

To remove the wheels there are a plastic cap over the nut and if you can take that off that unfasten the nut and it should come off clean. The wheels might be squeaking because you might have them on to tight.
