Remember that the black section is always at the childs feet. You will need to attach the black plastic arced arm to the silver prongs located at the bottom of the seat and pull the pvc over the hood. Can be a little fiddly, but it does work.

This sounds like you have your sun canopy clamps on the wrong way around. Simply swap them over and the hood should function normally.
