All general questions must have
'make model (what it is)' as the first 3 words.
In the case of vehicles, 'year make model' first three words.
Then there are about 40,000 categories to choose from. You posted to the Category 'Land Phones', perhaps this is the subject of your question (I generally answer those), but Misc or Fixya website would be better.

What does it mean when your phone rings at a specific time?
Notification is my first thought. Look into the menu and see if you can set reminders,
There are scams from people that own very expensive payed connections. Some foreign countries have them. The trick is to try convince people to call them back, So when you do this you loose a lot of money right away. When this ringing happened all of a sudden then I would rather not respond. Don't call back hidden numbers.
Typically call centers try connections for only a number of seconds, making it economical accountable. Call centers are also notorious for pulling off tricks. Perhaps this specific time is not that precise, we can not make that out and then it is your place on the call list that determines.
There could be psychology behind commercial callers intentions and I know about social security where I live, that they gather evidence or confirmation about clients and hang up after a phone is answered. Insurance companies could do the same. Those actions are undertaken by automatization. It would help knowing if it is on the hour. I advice you to read the phones manual.

My phone is saying Busy and cannot get dialling tone
No dial tone yet a busy signal could be an outside wiring problem. You need to use another phone to call customer service of your phone line provider and go through the menu until you reach a live person. I can confuse you further by saying people can set up their phones to provide busy signals but that is such an obscure and unlikely event, something else is doubtlessly going on. About the only other thing you might quickly try is to disconnect your phone and reconnect it. As no information about phone company or type of phone other than land phone, contacting your phone provider is the best I can offer.
