You will probably need a new pump assembly if this unit is old, ( part # 43582004 ). This part may no longer be in production, but try ebay.

First take the guard off the nozzle and remove the nozzle being careful to not let the spring fly. Now pull off the little white tip of the nozzle which less than 1 inch long. Run a needle or fine wire through the main hole running parallel to the hose and make sure you can see it at the head of the nozzel end. It is best to also blow on it to make sure any dirt particles are gone. Even a speck of dust in your solution part of the tank can easily clog it. In 90% of these vacs, that solves the problem and I have repaired at least 50 of them in the past 4 years.

If that doesn't solve it then try this:
Take the impeller on the bottom out by flipping the tank part over, and clean it. Make sure it spins well.

These Hovver Jr Steam Vacs are long lasting and very effective in cleaning spills and stains. Our janitorial company has many of them and in 5 years only one of about 60 has finally been shelved for parts only. I have replaced a few nozzles and several tank latches plus filters, hoses, and the brush and capp on the end of the hose. An additional chore that is made easy with this is defrosting a freezer!

Only through a Hoover warranty/ service center if still available. If not save your hose ends and find a different hose with adaptable ends

chances are your unit is clogged with lime. Go to the hardware store and get a jug of a product called CLR which will dissolve calcium, lime and rust. Follow the directions and you will be back up and running.

Its a possibility then that if the fuse has been replaced that the cable inside has either come apart or you have a broken switch. If its only a year then you should be covered automatically with Hoover's guarantee.

There is one manual for the Hoover F5411 SteamVac Jr. available on FixYa.com but, when I opened it, I was not able to actually download a "copy" of the manual.
Instead, it looked like I would have to download / save all the pages of the manual as individual web pages (and then, if I wanted, convert them).

I went to http://safemanuals.com/ (also a very good site) and, although they didn't have the manual there, I was directed to the main www.Hoover.com website.
There, under "manuals," I found the manual, available for download as a pdf file.

Either the carbon brushes on the motor need replacing or the thermal cut out is activating. That might be because it is faulty or because there is not enough airflow over the motor. Overheating motor causing an automatic shutoff. This is most commonly caused by an air passage that is plugged by hair or dirt.

When your Hoover spin scrub is not sucking up water, the most common problem is the clear round cap located on the suction nozzle is not closed. See pic. Also check the rubber cap on the dirty water tank.

The only people that will know is Hoover. There are no clues in there. It could be 3 month of 2002, but anyone's guess. Phone them up.

The handle pedal is snapped in to the base, where it pivots.
The pedal needs to be pried away fron the base, exposing the pivot pin to release it for removal. On your model, you will likelly have to remove the lower handle from the base (where it pivots) to get room to release and replace the pedal.
