this means something is plugged between that device and the disposal start by pulling the top of the syphon break and remove the small diverter make sure nothing there. now check other and where it goes into disposal or drain line make sure it is not plugged there and also the little stub on the disposal maker sure it is clear

If you live in and area with hard water, it is entirely possible that mineral buildup is blocking the water fill valve. The easiest way to remedy the problem will b e to replace the valve assembly.
