Brother SE-270D sewing machine bobbin won't wind

the rubber ring on the bobbin winder has probably gone bad which would mean replacing it but you can buy a portable bobbin winder called a sidewinder for around 20.00

Why does the needle move as though it is sewing when I wind a bobbin

Unlikely that a belt is broken. It is more likely that you don't have the bobbin spindle fully pushed to the right. Or worst case is that something inside, under the bobbin winder is broken.

The rough piece under the foot on my sewing machineis not working

Behind the machine by the sewing area is a slide switch for the feed dogs. Make sure it's in the "sew" position

The piece that looks like sharp metal under the foot dose not work

That is called your feed dog. Remove any embroidery attachments and check for a switch that allows you to lower the feed dogs. It should be on the back side of the machine directly behind the sewing area. Another possibility is that you have it in bobbin winding mode.... but then your needle wouldn't work either.

Thread wont loop, it doesn't sew?

It loops, it's just that your shuttle isn't catching the loop. The loop is formed on the upstroke of the needle on the back or "scarfed" side of the needle. If the shuttle point doesn't catch that loop, no stitch. First make sure you have a fresh needle. If still no stitch... take it in for service. (clean, lube and time)

Thread bunching and bobbin winder quit

This sounds a lot like you've forgotten to lower the presser foot. (this leaves the tension discs open and causes serious issues below the material.) Double check that and if still having issues post again.

I dont know where to put oill in my machine?

There are no places for you to oil, the machine does need oil though. It needs to be taken apart by a tech every 2 years or so for lubrication

My brother 270D keeps shutting off

Take your machine back to the other side of the house. See if it works better there. If it does have an electrician come out and check the new location's power. There may be a problem in the houses wiring.

Bobbin thread pulls to the top with all but Brother brand

Your machine was designed to work with the Brother brand of bobbin thread. Any other thread will cause tension issues. If you want you machine to work with another brand of bobbin thread I suggest purchasing an additional bobbin case and have it calibrated for use with the other brand of thread.

I have a Singer 3140, and I have misplaced the book. I need to adjust the tension so that the threads are balanced, but have forgotten the correct procedure.

Get some scrap of the fabric you'll use. Remember this phrase. Loops on bottom top tension too loose. Loops on top... top tension too tight. (or bobbin tension too loose) In your case you need to loosen the top tension until you start to see loops on the bottom... then tighten it slightly. Here's a manual for future referencehttp://www.singerco.com/uploads/download/652_288-974-972-244-2405-588-875-1195-3130-3140.pdf
