Depends on which filter you are talking about.

There is one located at the bottom front left of dryer, and one inside the front of the dryer as you open the door.

If you take the top off ( normally 2 small plastic oval plugs near front of lid on edges prise them off with a fine blade then you will find 2 screws inside you will need a torx driver I forget size undo then lift lid back then up.Or they may have 2 screws at back under lid.Then you will see the drum and there should be a belt around the drum if not then it has broken.If belt is ok then the motor or capacitor on motor may have gone.

Check the thermal fuse... it should also read zero ohms...
A dryer may not start for many reasons...

change the drive belt. evidently the belt has stretched to the point the belt tensioning device can no longer do its job. when you change the belt make a diagram of which way the belt is reaved through the tensioning device. if you don't you'll be back here asking how to arrange the belt.

Check your Vent. It's clogged or is too long...or restricted somewhere. Vents are critical...

Check to see if the new parts fitted are o/k,
If they are, then your problem is probably a faulty control unit or possibly bad connection in the wiring.
If the new parts are faulty, then something else is causing them to fail.
Make sure all filters are clean and that all air vents are clear

More than likely worn rear drum bearing or worn front bearings.
Remove the rear panel, and you should see the drum shaft, check for wear here.
