This appears to be a common complaint on LCD monitors. Some LCD screens have control issues.
An LCD screen is the panel and a bunch of Line control chips wrapped around the outer edge. A problem with one line top to bottom or left to right is almost ALWAYS the LCD panel itself.
A problem with a fixed band (The band is in the same place at any resolution) is often the LCD but might be the signal driver chip (A large plastic pack with about 100+ leads). A person with a VERY small soldering iron might be able to resolder it, but they MUST know what they are doing. (board must be heated, lead free solder, eye like an eagle...)
If the band moves around or changes width, it is the signal chip or the power supply to it from the power board.
It can be software if there is a firmware upgrade. This takes a shop.
How to remove stand from iiyama E2607WDS monitor
One can only remove the plastic neck of the stand by removing not only its four visible screws, but also the two screws at the invisible inside of the neck. To get to these, you have to remove the neck together with its metal foot. To do so, you should remove the 4 [four!!] bolts/screws that fix the metal bracket to the frame of the monitor, and then loosen the two screws at the outer left and right of the plastic back of the monitor [to get some room to move], and then slide the metal foot down and out. After removing the neck [and if you wish: also the metal] you should reposition all 4 four!] of its bolts/screws, since these are needed to keep the front and back of the monitor together. Also thighten the 2 screws at the outer left and right.

How to resolve your meter when it's on temper mode
Tamper mode means the prepaid meter is in a mode where it does not supply power. Check your meter remote controller (used for recharging units). If it displays a Relay Open symbol, the meter is in tamper mode.
To remove tamper mode requires you contact the distributing company and request a tamper reset token. The tamper reset token is a 20-digit code that clears the meter from tamper mode and restores it to its default state.

If you are between contracts, your employer can re-negotiate your salary, but as far as I am aware, if you are in an agreed-upon contract, they cannot just decide to reduce your salary. If you want to settle matters, contest this action with support from a legal professional.
