If all software setting done perfectly but till color problem in your monitor, then need to call monitor technician. It may occur from crt neck base loose contact or bad contact. need to replace new one.
normally no need to discharge crt capacitor for repairing dry soldering.
Have you checked you monitor settings on the monitor? You may try setting you monitor the factory default and then re-adjust from there. Have you tried upgrading your vidoecard drivers?

1) Check actual setting on the monitor.
2) Make sure you are using the proper monitor drivers.
3) update your video card settings.

You have to replace the flyback transformer of your monitor. Its a high voltage stepup tansformer which provides necessory volteges for the picture tube like Anode voltage, screen voltage and focus voltage. After some years of use the insulation stength of the flyback transformer will become bad and the high voltage will try to discharge trough the nearest ground poit. At that time you will hear the sprking sound. Its because of the high voltage Anode volt is discharing to the ground it will reflect on the screen. Using the monitor in this condition will result in the failure of horizontal driver transistor and even the power supply. Replacing the flybalck will solve your problem.

This could be a sign that the monitor is failing, but it could also be a very simple solution as well. There should be two cables that come from the back of the monitor - one is the power cord and the other goes to the back of the computer. You will want to disconnect the cable from the back of the computer and then blow out the end with the pins in it (either with a deep breath or a can of compressed air. Now connect the cable back to the computer. You may need a screwdriver to remove the cable and you definitely want to make sure the cable is screwed in after you reinsert it even if it wasn't when you removed it.
If the display still shows a green tint, perform the same steps where the cable connects into the monitor. Some displays don't allow this part of the cable to be disconnected from the monitor, so you may be unable to perform this step.
