Don't know what you mean by "disordered" the signal cable is a male connector at either end. Are you sure you are trying to connect it to the correct port on your PC?
Does your PC have onboard graphicis or do you need a seperate video card?

The component that is known as the colour gun has failed. It can be replaced by an electronics technician, but it might be a good idea to purchase a new screen. An LCD monitor for example.

please try to change the rgb cable /and before try to connect the cable properly to the graphics card and all the pins i good.also go to the menu of the monitor and set the colour temprature to cool .its should be good

If the line is horrizontal then the fault is in the vertical deflection circuit.
It is not worth repairing an old CRT monitor, unless you have electronic
knowledge. I do not recommend repairing CRT monitors yourself, because
there are dangerous high voltages inside these monitors, even though the
unit is unplugged from the main outlet. The CRT tube will hold high
voltages for weeks even though the monitor is turned off.
I suggest you put your money towards a LCD screen, they are inexpensive.

Did you check to make sure the PC is sending a video signal? Try another screen to confirm if possible...
THE POWER BUTTON FLASHING AND
This could be an issue with either the monitor itself or the computer it is being connected to. The first step is to connect it to another computer if at all possible. This will determine if the screen itself is working. If it does not work with another computer, I would say it is time for a new monitor as it is almost guaranteed to cost more to fix than to replace.
If the monitor works with another computer the issue lies within you computer and is most likely an issue with the video card. The best bet would be to put another video card in place of the one currently in the unit, or one into the unit if a designated card does not exist. Plug the monitor back in and see if it works. If the problem still is not resolved or you are uncomfortable doing this, please visit a repair shop to avoid damaging any components.

i had the same problem today so i plugged in another screen and still nothing so turned off unplugged pc took out graphix card and cleaned it put back in and bingo worked give it a go
The screen fonts at bootup
The tube has aged. You can try to overvolt it, this will restore the correct colors for a short period. Use this time to save some money for a new monitor.
