Crackling sounds are probably due to a couple of capacitors failing due to age, on the control board. (They can also "whine"). Should be easily replaceable by any experienced technician. Not a difficult job.
No Image but power
find the manufature of the video card, use the old monitor and go to the video card manufacture and download the video driver.
Problem
OFTEN in addition to screws there are little plastic grabbers that have to be released to open the cases.
Monitor
You can lock or unlock the OSD by pushing the Menu
button for over 15 seconds.

try the monitor on another PC if you can get one, if it works, then you have to find ou the manufature of the video card and get the driver.

Yes, after looking around this seems to be a common issue with this monitor. You can try re-setting it to factory settings.
