This is problem of defective ccd imager and ccd imager needs to be replaced.
canon will replace it free of cost as Canon announced scheme of free ccd replacement scheme for few models.

If the tape has been used many times to record try a new tape.
Maybe the tape has been exposed to a magnetic source like a speaker that is not shielded.

Yes, these units in particular have a common problem with the CCD sensors. It is not exactly an inexpensive repair, and if you had to pay for it yourself, would probably exceed the value of the camera. Contact Canon support as they may replace the CCD for free or under a special warranty, since the problem was so pervasive.
