I've got a Sony Vaio vgn-Fe31m. When I press the
Start taking your laptop apart piece by piece and test it after each removed component:
1. Remove the hard drive and test the laptop.
2. Remove the DVD drive and test the laptop.
3. Remove the wireless card and test the laptop.
4. Unplug the display panel from the motherboard/video card and test the laptop.
etc....
Continue taking it apart until you have only three major components connected: motherboard (with video card), processor, and memory. If you still experience the same problem, most likely it's bad motherboard.
By the way, before you start, try reconnecting the memory module. If you have two modules installed, try removing them one by one and test the laptop with each one separately

when adding new memory always take all memory out, reinsert the new 256mb stick into the first memory socket dimm1 normally, boot the laptop up, if the laptop boots then fine the memory module is ok, shut down and insert the original 256mb into the second slot, dimm2 then boot the laptop it should now boot normally, if not there maybe problems with the memory slot itself, give it blow to get rid of any dust and try again, if this dosent work post back.

Yes the cmos battery is on the motherboard.

You can find CMOS cell on motherbord chipset.
it is in back side of laptop.
Open back side of laptop then find motherbord chipset you can find 1 CMOS cell on motherbord chipset pull that CMOS cell for 15 minutes then all settings are defaults.

This can happens when Automatic Updates Feature is Turn On. Your antivirus definitions updations. By using peer to peer softwares like bitcomet, bittorrent, Bitlord etc., These can work in bacground and downloads the updates and softwares and shares the resources of the downloads. By these the limit can exceed.
To reduce these risk factors
Change 250 Plan to 500 limited plan or 750 Home unlimited.
If not disable the autoupdates feature.

NOT BOOTING.
It's quite possible that you may have to re-flash it using your old bios. Simply do so (if the computer turns on) the same way as the old one, otherwise, you'll have to send it end in order for them to reflash your motherboard (or as they usually do replace the motherboard.)
YOU could try to take out the laptop coin cell battery, and look for a jumper or a removable chip very near that battery (which will be the CMOS chip, the part you just fried, and the most important part of turning on a computer other than power :P ) Which would make life much easier for repairs (and much less costly). But since it is very difficult to flash a bad CMOS chip back, and because most laptops don't have jumpers, or removable CMOS chips, you'll just have to try the battery and pray. I hope it works for you, I once did that with my old presario, and only fixed it enough to get the screen working but nothing else. Good luck, hope this helped.

It should be located somewhere on the motherboard wich means pulling the computer completely apart which unless you know what you are doing may be a little difficult for some, but not inpossible.

The CMOS battery is located
under the system board, and is not accessible from under the keyboard.
The keyboard has to be removed in order to change the CMOS batter, (another reason why I don't like Sony laptops.)
