if you boot to any test disk or stick does it fail still.?
I have a linux CD and Linux boot USB stick.
I insert it and boot to it, its super simple to do on all PCs made.
if Linux like this KBD then the KBD is not bad, for a fact.
that takes, 5min or less work. to learn this fact.
did you know a USB keyboard works on laptops too? try it.

take any USB keyboard and plug it in, and test any LT made.
and any Desktop made with USB ports,
all LT have USB, (not in 1984 HPs first)
now the easy test
I have a live linux and a live windows PE disk and mem stick in my service kit. (ask how to make one its free, and easy after buy blank CD or stick)
i boot to that usb stick and say linux loads, in seconds... btw.
wow my keyboard works now , so my HDD installed OS is infected
or corrupted ,the cure restore the software, using HP methods.
one other OS related cure.
if some kids messed up the keyboard driver seen in device manager., (super hard to do) then get it at hP .com and reload it.
or right click the keyboard line in DM. and click update. driver.
DM and keyboard line present and me clicking update driver there.
