If drain pump is constantly running, its most likely the relay on the pcb, or mechanical timer sticking if older models without pcb.

Most likely something has blocked the motor, so it can not turn. That will blow fuse right away. If air passage is blocked, it could have burnt out the motor, that will cause blown fuse, too.
