If it has not run for 20 years then I would suggest you need to install a new spark plug. Depending what was done when put in storage the carb could need cleaning . It probably needs a tune up and will cost you as much as a new one to get that done. If you have to take it to a small engine shop the labour will be high.

no the problem is in the carby and the pump and float diaphragms need replacing

check and see if there is a hole on the end of the shaft at the head if it does insert a small screwdriver into the hole and twist the head counterclockwise hope i helped

Screw in plug pull starter rope with spark wire removed remove plug see if it has been struck by piston if not hook up wire and go.

Remove screw sometimes star other times allen in item no. 31 clutch drum. Once you have this removed other procedures are much easier.

Would say the tank is not problem, believe this model may have a check valve In cap, would replace or repair cap and check lines for holes. Maybe this drawing will help.

Would start and get the pressure up, if it seems sufficient would leave alone if not would screw clockwise (believe this would increase press) until you think it is sufficient, always remember to hold pressure switch on wand in when starting as this helps relieve work on engine.

Dear Mickey, Since I do ot have your machine in hand, it is very hard to diagnose, but here is one thing you can be sure never to do, relative to your symptom. Make sure whenever the machine is at rest, on a shelf, or cabinet, or even a storage box, that the spark plug is higher than the oil. If you do not, the oil will run into the combustion chamber, making it impossible to start, because motor oil is not compressible. If my suggestion makes no sense to you, ask a mechanic about this, and they can show you. God bless your efforts.
