Turn H and L adjustment screws all way closed to right counting turns in and writing down. Now turn both 1 1/2 turns out, try to start if starts give full throttle and adj. the H to max speed now adjust L so that it will idle and not hesitate when going from idle to full throttle.

Carburetor probably dirty and possibly metering diaphragm an or fuel diaphragm bad. Would remove carb. Inspect and if diaphgram is busted or very hard would replace.

Normally remove the two screws holding the cylinder. Pull cylinder from piston. Then remove the snap rings or springs on one side of piston pin and gently drive out pin with brass rod or hard wood pin.

Remove fuel lines at Carb. Blow carburetor cleaner through lines into tank. Spray carb. 1/4 cup carb cleaner into tank shake thoroughly pour out and repeat until clean. Blow out fuel lines into tank with compressed air and blow out tank with compressed air.

Turn H and L jet screws all way to right back each one out 1 1/2 turns. Start and hold full throttle, adj. H for maximum speed then adjust L so it will idle and have very little hesitation when sudden increase of throttle. Once this is done you may have to adj. H a bit more for maximum speed.

If it has no oil fill hole it is two cycle.

The short line in the tank (about 1/2 inch in tank) goes to fitting just below primer bulb. The other line that goes to bottom of tank with filter attached goes to other fitting.

Take it to Ace Hardware and they will get you the correct chain.

I do not have a Homelite blower, however Your symptoms seem to be pertinent to all small engines of that ilk. I have had several Weedeaters that did the same thing and I found that the cause was leaving fuel in the tank over the winter and the gas part of the fuel evaporates leaving the oil part as a residue that gunks up the carburetor and the jets do not feed fuel properly. If you use alcohol gas along with the oil at a proper ratio, the gas left in the machine leaves the water that the alcohol contains adding to starting woe.The simplest thing to do is to get some starting fluid and exposed the air filter so you can spray a generous amount into the filter. (Be careful, the starting fluid is very volatile and may cause a fire) When the blower starts, keep spraying a shot into the air filter until the machine seems to run. by jiggling the choke you should be able to smooth out the running. Eventually after several tanks of fuel should clean out the solidified gunk.

try service manual via http://www.manualsonline.com For your machine. Depending on age the "clutch" is not engaging on the shaft for some reason. It may be that some screws have come loose or missing. You may need to buy a new recoil mechanism.
