You could have a virus that has corrupted windows. 2. you could have a failing hard drive or RAM that is causing corruption with the same result. 3. There could be a problem with the motherboard. The easiest way to test if it's a windows problem is to try entering the BOIS at startup using the F10 key. If you can enter the bios then it is probably a windows problem and you should take it to a professional to fix it. If its a motherboard problem then my recommendation would be to retire the laptop and replace it. Those models haven't been sod in 6 plus years, double the expected life of that laptop.

remove back panel and battery than also remove memory from the computer. ualways with the power cord disconnected push the power button; Reassemble it al charge the battery and power it up once again if the problem still persists maybe its a problem with disks or mainboard.

If your laptop is pretty much old, then probably there is no a restore partition in your hdd...
