Hi,
Your drop detector is faulty. This checks the black cartrige for correct firing. You will need to replace your entire service station. Part Number from a parts supplier in Germany will be C3195-60165. Fitting is straight forward if you have the technical ability. The station is in the left cover, remove the cover and simply remove and replace the station, no resets are required.

Yes, I had the problem a week ago, it was a "Doooh" moment when I figured it out.
Your cutter is not where it is supposed to be. It should be OUTSIDE of the metal strip, and you almost certainly have it running in the groove on the inside. THe cutter wheel should have almost 1/2" overlap with the overdrive blade.
As the service manual says on reinstalling it "Ensure the cutter is over the overdrive blade".
I must have looked at it 10 times before it registered. THere is even a drawing. Not a clear one, until after you realize what is wrong.
Error code 070028
The 070020 error means:
"One of the Drop Detection errors has occured - or, during the Drop Detection no drop was detected.
Pen checking is set to OFF.
* Perform the drop detect calibration,
* Troubleshoot the catridges and the drop detector.
* If required, replaced the service station, .
* Check the cable assembly and the main PCA.
Error 79:04 HP 650T
79 errors are usually bad firmware that needs replaced or updated. Sometimes it is simply a bad print job being sent. Check to see if only one print job is causing this error, or if it happens with everything you try to print.
