I would refer to the operating instructions I suspect that the fryer is switching itself off because it has reached the preset temperature or preser cooking time and will wait for a period of time to switch itself back on The units I have seen do not run continuously but do the cooking in stages

If the leak is under the kettle just replace it with a new one. Water and electricity are a DANGEROUS mixture. There is a VERY high risk of electrocution and of fire if you keep using this kettle. New ones are usually cheap enough for a basic kettle.

There could be several reasons for fan not satrting. 1. Check the thermal fuse, if blown replace it 2. Check the timer which could need replacement 3. Finally, it could be the motor of fan itself.
