Melted plastic would stop it coming out. I can't hear YOUR dehumidifier and can't tell if it's out of the ordinary, but dehumidifiers have all the same internal parts as a refrigerator with the addition of a fan to blow air through the coils to keep them from freezing up. They do tend to be a bit noisy.

any appliance that trips the fuse or breaker should not be tried to use by homeowner this is a fire hazzard as an electric short is a dangerous situation to have in any home , replace unit ! ck with mfg for recalls first and warrentys as well then contact your power company sometimes they give rebates for appliance upgrades but they require old ones back in order to pay u money on them

unplug and wait a few minutes then reconnect to power to clear buttons not working , then ck filter to see that its not clogged use a flashlight to view inside to see if a heavy coating of dust exists iniside case , if so you might be able to save it if you unplug and remove case to access inside and clean out with vacuume hose coils are most important to get clean

ck your humidistat settings sometimes these get changed No one knows why ? 70%rh is considered normal

It sounds like the fan may not be operating or the air path is plugged up. I think what is happening is you are running the compressor on high head causing it the thermal relay to drop out.
