It can be done, but, the work needed to do it will be major and expensive. I would suggest you replace it with a slightly larger scooter that is already fitted with the larger wheels. If cost is an issue scooter retailers will consider a part exchange for a new or reconditioned replacement. The L-3 is designed as a 'compact' portable scooter designed to fit in the boot of a car and only used in flat areas with no kerbs. That is the main reason it is fitted with tiny wheels and almost no ground clearance. My wife uses the Invacare 'Colibri' and usually only has issues with higher kerbs. This is slightly bigger but still comes to pieces and fits into the boot of a car. There are plenty of other makes, models and prices out there so shop around until you find one that works for you.

OK, how exactly are the 'blinking'? Are the lights simply flashing with a short pause between each sequence or are they 'chasing' each other left to right repeatedly. The style it is flashing is a code system to give the repairer an idea as to what the problem is. If they are just blinking, count how many times it flashes after each pause. If it only has an output voltage of 1.4 volts, it sounds like it has failed internally. Take it to an Invacare service centre or retailer and ask them to check it. My guess is that it need replacing. Here is the manual for it, and it states, 24 volts at 8 amps or 10 amps depending on country of issue.
