The ink well in the printer looks like it has packed up this happend to me had to get a new printer

it prints fine using the new hp 15 black ink cartridge. But when I print with the new color 17 cartridge, it comes out with uneven 'cross lines' of color, like sliced sideways.

I have to ask this question of you, just to make sure this is not an issue. Are you using a factory new ink cartridge?
Please consider the following:
If you are using a refilled or third party cartridge that may well be your problem. Most manufacturers build logic into their products to prevent the use of “Other Equipment Manufactured” cartridges as well as re-filled cartridges.
They do this to prevent problems from contaminated inks causing problems with print quality or damaging the physical printhead.
If you are using factory new cartridges, then please call the manufacturers Technical Support for assistance with the warranty on the cartridges

I have the same printer and I've suffered this problem before,

I solved mine by replacing the ink cartridge

I used to clean the head using a smooth piece of cloth and hot water " real hot water"

that used to solve the proplem periodically and when I replaced the couple of cartridges the problem was solved totally.

If this did not work for you then try to replce the cartridge capint it selfe

if this did not work for you then try to replace the main board 'the mother board"

if this did not work for you then try to replace the whole printer.

if this did not work for you then try to replace the computer itself

if this did not work for you then try to replace the place you live in 

if this did not work for you then try to replace the planet.

In your print utility, you need to calibrate your printer, which will print a test page and realign your cartridges. It should be OK after this. If not restart the printer and the computer.

IT IS VERY EASY TO REMOVE THE PAPER JAM. YOU JUST SEE THE BACK OF THE PRINTER A WHITE COLOUR ROUND NOB IS LOCATED JUST UNLOCK THAT NOB (LOCK AND UNLOCK ICON IS SHOWN BESIDE) PULL THE DOOR SLOWLY OUTSIDE REMOVE THE PAPER JAM GENTLY.THEN AGAIN FIT THE DOOR AS IT WAS AND REWIND THE NOB TO LOCK IT .DO THIS CAREFULLY AND U WILL GET SUCCESS.

THERE MAY BE MINUTE PARTICLES OF DUST GOT STUCK ON THE CIRCUIT OF YOUR PRINTER IN THE CARRIAGE WHERE YOUR BLACK CARTRIDGE IS FIXED REMOVE YOUR BLACK CARTRIDGE FROM THE PRINTER AND GENTLY CLEAN THE CIRCUITS OF BOTH YOUR PRINTER AND CARTRIDGE WITH THE HELP OF VERY MOIST CLOTH OR TISSUE.THIS MAY HELP YOU. Download the driver for your computer and that printer, or run the cd. If you are on a mac and have osx, the drive should be in the os. If not, DL it with the printer disconnected. Launch the installer and then go to system preferences and choose PRINT/FAX. See if it's been configured properly.
