I want to help you solve this problem. Please stick with me to the end ... keep reading even when you don't want to. And, if I am to help you, you MUST follow my advice. If you are unwilling to do that, please reject this answer at once - do not read any further - if you are not going to cooperate with me in solving your problem.
This is the FIRST time I have seen your problem. Concerning being charged for 'alleged solutions', if you ask a pay question, you must expect to pay for a answer that is acceptable to you.

I am a new kid here, I have answered about 3000 questions. Some who work here are working on their second 10,000th question. Just because you ask a question is no sign that who ever picks it up has any relationship with you or any other person posting questions here. I am not able to see any of the other conversations you may or may not have had with others.
Now then, it seems several people here and maybe elsewhere have
indicated to you the product is defective. We are good here but not magicians. We are not looking at your product. If someone with expertise told you it is defective, why are you asking again?
If you have a issue with Canon (is this device still under warranty) you must take that up with them. If it is under warranty, DO NOT OPEN THE DEVICE. I
don't know what Canon's business model looks like with this or any other Canon product line. Your comment doesn't belong in this conversation. It provides no logic to the present issue. You are at

You state your Dell computer is running the Vista operating system. Is
your Canon ip 3600
compatible with this operating system? If you are not sure, please check the windows COMPATIBILITY (hardware and software) listing found at:
http://www.microsoft.com/windows/compatibility/en-us/default.aspx
If your device is listed, you are in great shape. BE AWARE, YOUR DEVICE MAY BE NEWER THAN THE VISTA COMPATIBILITY LIST AND THEREBY NOT BE LISTED. I have no idea when this device was built nor for what market nor what platform. If it is listed, check for any special considerations that Microsoft wants you to be aware of.
If it is not listed, please go to
www.canon.com/support and make sure you have the very latest of drivers and patches for your device.
While you are at it - is your Vista software up to date? You have installed the latest Microsoft updates to your Dell computer? If not, fix it now.
One more place to look is Dell - has Dell come out with any updates for your model computer that you have not installed?
A few more questions and I will await your response. Has this device ever worked on your computer? Do you have the original software that came with it? Have you installed any other hardware on your computer? Did the printer work before and after this change? Are you on a home or office network? Was your printer properly setup to start with? Have you performed any maintenance on the printer? Print head cleaning or alignment procedures?
What specifically are
your complaints about the copy function? Same question on Fax function? Normally, I would
expect COPY and FAX to be stand alone functions (you
don't need your printer to run these features). What is going on?
