No engine speed change under load
Sounds like the governor is not adjusted right or is broken internally. With the engine off make sure the throttle in the carburetor is full speed and unloosen the bolt that holds the governor arm on the shaft and make sure the shaft is turned the same way the carburetor linkage moves to full speed and tighten the bolt.
How do I unseiz my dewalt DG6000 generator motor due to non use
Remove spark plug. Pour a small amount of a lubricant like Marvel Mystery Oil in and allow to soak for a day or two. Repeat this process at least two times. Then try to turn the engine over slowly by hand. Do not use the pull rope or starter. You need to use a wrench, pry bar, etc. You may have to remove the engines cover to access the flywheel to turn it.

Gas in oil on dewalt generator
It's your carburetor. You'll have to clean it out, rebuild it, or buy a new one. The float pin is getting stuck so it's either the float or dirt inside. Make sure you turn the gas off after each use of your generator or it will eventually happen if there's dirt in the tank. Don't forget to change out the oil before you start it again or you'll have fireworks.

Fuel solenoid
Your carburater is probably stuck open. The linkage on it is kind of flimsy. I have had to clean many mouse nests out of many machines. Look it over and check to see if the butterfly valve linkage on the top is moving with the speed adjuster.
