Dell Studio 15 laptop mouse does not work at start up.
It sounds to me like the mouse buillt into your laptop
is conflicting with the Dell external mouse. If you go into control
panel and click on mouse, you can disable your built-in mouse. Restart
your computer
with the USB mouse plugged in and see if that does the trick. I would
be surprised if it does not. On the off chance it doesn't work, you
will have to enable your built-in mouse and we can check to see if
there are any additional conflicts happening through your hardware
profiles in the system area of control panel.

Does your Keyboard turn on at all but the keys don't work? When turning on your PC try hitting the delete button. Hopefully that will take you to the Bios screen. Using your Keyboard arrowsselect Integrated Peripherals, go down to keyboard or mouse support if it is disabled (enable it) then save and exit. you said you have another computer? Did you try your Keyboard on that one to see if it still actually works? Try the above steps if that doesn't work let me know and I will see what elsenwencan do.
Scroller goes up when scrolling down
This works for all mice.
click the scroll button and movie it up and down for a while and it will work just fine.

That is normal operation for a blue tooth mouse unless you run the CD that comes with it or download the software.

Your mouse has probably lost its pairing. There should be a button that puts the mouse into answer mode so that when the computer looks for it, the mouse will be found and paired. All you should have to do is get the computer up and running, then turn on the mouse and push the button that makes it answer. (Should be a power switch and then another push button switch that allows the mouse to respond to search queries from the computer.) Then after a few seconds try moving the mouse to determine if it was found. If not found, then try going to devices to make sure it is searching. The mouse should show up on the list of devices.
I have the Microsoft 5000 Bluetooth mouse and it auto pairs. But if I turn it off, it will lose pairing. Sometimes I forget that I didn't turn it off and it is not clear which position of that tiny power switch is the ON, but when I push on the answer button, a light turns on to let me know that power is on. If the mouse is found or if it can't pair, the light goes off so the only way to tell that it is paired is to see it move the mouse pointer. So far it works quite well.

The Bell chime you are hearing is the sound your computer makes when it discovers a USB device. I suggest you try another USB port on your computer.

5.Now, Double click on the Mouse icon to open up the Mouse Properties window.
6.You can adjust the Double click speed ,Drag the Slider bar to left .
Tilt your mouse sideways so you can see the crack where the button contacts the rest of the mouse. Spray compressed air into there while moving the mouse itself around so you can get all angles. Do this for both buttons

So right now the mouse is still jumping around? You don't need to use recovery cd for this. You can go to control panel, add and remove software look for logitech software, hightlight it and choose uninstall. Check to see if the problem still exists. If still, then go to control panel and double click on Mouse icon, from here you can check the Mouse properties, check mouse speed, pointer, pointer option, wheel, and hardware, for hardware you can should have ps/2 compatible mouse selected, and try it to see if it works. It should be an easy fix.

Is the cursor stuck or a part of the mouse like scroll?if the cursor is stuck check with a different mouse,maybe the sensor of the mouse is damaged if same check from control panel for mouse settings and from pointer motion settings adjust the slider bar.

Remove the ball by turning the cover counter clockwice and clean the rollers inside.
Or better buy an optical mouse.

1) Try another usb device in that port.
2) Try the mouse in another USB port.
Is the only way to see if the problem is the port or the mouse. Also make sure that the mouse is plugged to the port directly, not to an USB hub.

Sorry not a solution here, just wanted to say I had the same mouse, same problem on my desktop, do you have other usb mice? I had to use a different one and that's after I took my Dell apart to see anything amiss, couldn't see anything wrong, cleaned it well,then it worked!.....for five minutes. Anyways I just got a new mouse.

You can clean the LED bulb on the bottom of the mouse with a dry Q-tip to get the dust and stuff out of there.
If that doesn't work try a new mouse pad. Sometimes even brand new mouse pads don't work well in combination with certain brands of mice. Swap it out with a different one and see if your mouse still gives you trouble.
If that fails too, make sure the cable is firmly inserted into the back of the computer.
If all else fails, try a different mouse.
