The presence of the paper in the tray is detected by a small lever that, when paper is in there, is lifted and it triggers a small switch. In your case that switch is not triggered, either because the lever is damaged or the switch itself is faulty.You will have to dismantle the printer to access the tray lever and check it and the switch then replace what is faulty. Parts can be ordered from your local dealer
The BTR cover is covered the fuser. If you open the rear door, it is located at the upper part, behind the metallic rod. The problem is the cover is installed unproperly: Its metal piece is not touched against the metal piece of the machine, so the machine does not "smell" the BTR cover.
The code is caused by a small switch under the fuser unit not sensing the fuser unit is in place.
The
blue plastic locking tab on the left side of the fuser has a small
catch on the bottom of the fuser. The catch is supposed to slip thru a
space in the steel plate under the fuser unit and secure the fuser in
place. As the catch slides forward under the steel plate, it pushes on
the trigger of the sensing switch, closing the sensing switch and
letting the copier know that the fuser is in place. (there is also a
similar locking tab on the right of the fuser but it doesn't trigger a
sensor like the left one does)
1) The fuser gets very Hot!! Let cool for 10 minutesafter turning off the power and unplugging the copier!

Pull the two blue locking tabs forward and remove the fuser unit.
Reinsert and push back on the tabs to lock back into place.
Sometimes just reinserting the fuser will allow the catch on the locking
tab to function correctly and push the trigger on the sensing unit.
Turn the copier back on and pray the error code doesn't reappear..
3)
Mine reappeared. Evidently the catch on the fuser unit was still not
pushing the trigger forward, causing the copier to surmise that no
fuser unit was installed.
At this point, you should buy another fuser unit or take your copier to an authorized Dell repair center.

Only places that can cause the streaks are the cartridge or the fuser.
usually this is caused by a something some crud or such, in the paper path. You need to clean it all out.
Let's go through the steps necessary to print legal from the Manual Paper Feeder on the Dell 3100cn.
1. The MPF has no Auto paper size detection as the paper drawers
do. When you slide legal paper ALL THE WAY into the MPF, you should see a
prompt on the LCD to set the size and type. The size, of course, needs
to be set to Legal. If this is plain paper, set the type to Plain.
2. The Program/Application (File / Page Setup) must have the page layout/size set to Legal
3. After you select Print (File / Print; NOT quick print) from the
Program/Application, the print dialog screen should open.
Select Printing Preferences to ensure the paper source is set to AUTO
(or MPF)
