Hi , check whether wifi device is installed and working , in Device Manager under Network Adapters , if confirmed present and if indicates disabled, click kb keys Fn+ F2 to enable all wireless devices
The user manual notes to disable wifi = Fn+ F2 keys , but while not mentioned I presume clicking keys again will enable

Reset the bios password for a dell precision m60 laptop
the reason they have a password is to secure the data. In order to reset the password you have to know the old one. The only way I know to get around it, is to use the restore disk which will let you set a new password or no password but most data is lost unless you have a back up.

Unfortunately it sounds like you have an issue with your motherboard. If you remove the battery and just try to power on the laptop using the AC adapter and it still won't power on then it's probably the motherboard. The power supply circuit (where the AC adapter plugs into) for the motherboard is integrated into the motherboard.
Sorry. If it's still under warranty Dell will replace the motherboard.

In case of your laptop the easiest method would be using software from Hiren's Boot CD as it's pretty hard to open it up and reach for the CMOS battery or the jumper.
