Password protected

If she's getting a Windows Welcome screen, then the system is booting and there's no obvious sign of a hard drive password (I've rarely seen these used anyway but they can be removed in some cases.) 1. You'll have to find a Password clear boot CD. There's one by HIRENS that can do it, but I use a simple one found by searching "Offline Windows Password & Registry Editor". You will have to know how do do these things: 1. Change the boot order of your laptop by going into the BIOS setup and make sure the boot order starts with the optical drive (be it DVD or CD) before the internal hard drive. If you cannot change the boot order due to a BIOS password, it can be cleared but you'll need to remove the CMOS clock battery and that requires taking the laptop apart. 2. Download the boot CD ISO and burn it to a physical CD. This is the recommended way to do it. 3. Get that CD you burned into the drive on the laptop and boot it. Either CD you end up with, it will boot a small version of Linux and then give you the option at some point to clear the Windows user password. If you do not know what you're looking at to find the proper Windows install on your drive, it is suggested you have someone look for it and use the password clear CD to help you accomplish it. It should conceivably easy to find what you need to change, and you get to see what it finds before you change anything. Ganbatte kudasai!

Not booting from usb

In inspiron 2200 shut down the system then restart and when you see the Dell logo tap F2 key. You will goto BIOS. In BIOS go under SYSTEM and then goto BOOT SEQUENCE. Then make sure that USB STORAGE device is at 1. position. You can modifiy this by highlighting the first option and press enter and then use + or - keys to change or look at the very bottom of screen to see how to change the value. Once USB storage device is in first position of boot sequence then on the left hand side of main menu goto POST BEHAVIOUR and expand it. Then goto US emulation and make sure it is enabled (ON) if not then make it on. Then save and exit the BIOS .Now make sure your USB device is connected Then restart the system andsoon as you see the Dell logo tap F12 . Now choose USB from the boot sequence and it will boot form USB device (If that USB device has bootable files)

Won't boot

there's several issues that may be causing this issue, here's the main ones:1: faulty RAM: RAM that is faulty can cause blue screens of death, may not get read from by the system or cuse the system not to boot up at all, remove any RAM, and replace them or if you have two, remove one and attempt a boot, if this fails:2: Motherboard: If this fails, then it's a case of either a trip to the nearest computer shop or the internet, the old board will be simply completely dead, but if this fails... then3:Processor: Now's your chance to upgrade your processor!!, if you wanted something faster, but didn't know what one you want, Google your chipset's list of compatible processors, and look for one with the same socket as the current one, on the top of the socket, next ti the locking screw, there should be a little nit of text, it should say something like mPGA 478P (or another socket like G3 or others, the P is important, this is the form of the socket, with most, there's two form factors, usually P or B)If this results in still nothing, test the charger and battery, this should resolve any issues rather quickly!
