Check the battery and the adapter with multimeterr for the specified voltage. replace if absent. Also if the memory card or back up battery is faulty the PC will not boot up.
If the pc boots up but hangs then it is possible that there is fault on the OS ( operating system) . So open the internet options in the browser and clean all the cookies, temporary internet files, defragment the drives and RESTORE the PC to an earlier set date.
You can use a registry cleaner like Advanced system care. Download from the site and check you system for corrupt files. Also use a good antivirus software which is active to keep your system performing without an attack on the OS. Remove all unnecessary programs installed which you do not use all the time and clean up the drives. This will free up the space and make your system faster.If there is no response but the PC tends to work slower and occasionally hanging when a program is being executed then you might have to install the OS once again. Install the OS and then an antivirus before the drivers of the PC is installed.
Open Personalization by clicking the Start button , clicking Control Panel, clicking Appearance and Personalization, and then clicking Personalization.
In the left pane, click Adjust font size (DPI).
If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
In the DPI Scaling dialog box, do one of the following:
To increase the size of text and other items on the screen, click Larger scale (120 DPI)-make text more readable, and then click OK.
To decrease the size of text and other items on the screen, click Default scale (96 DPI)-fit more information, and then click OK.
To see the changes, close all of your programs, and then restart Windows.

Click on All Programs, Accessories, System Tools, and System Restore.
2. Open the Control Panel (All Items View).

Click on the Recovery icon.

'System Restore' window will appear. Here you will have to check "Restore
computer to an earlier time'

Click on the Next button

you will find a window with Dates, Description and Type,

It is better if you could remember from which date you are facing the issue,
try to select a date prior to that date.
The
detail of that particular date should show "System Checkpoint" and
time on the right hand side box. Select that date.
Now, Click on Next and System Restore will start. Click on the Finish button and windows will take a reboot.
Go to 'Start' and then Run
write "msconfig" inside Run tab and press 'enter'
inside the 'System configuration
utility' window click on 'startup' tab then uncheck all the applications except
your current antivirus and press apply then 'ok' and then 'exit without
restart' option.
Just do the
following steps and your issue will be resolved.
1) Delete
all unwanted data from Drive C.
2) Delete
all data that you have copied from Drive C to External HDD
3) Open My
computer and go to Tools---> Folder Options---->Click on View Tab---->
Check 'Show hidden files and folders' and select OK.
4) Go to
C:\Documents and Settings\Administrator\Local Settings\Temp and Delete
everything that you see inside Temp Folder
5) Go to
C:\WINDOWS\ here you will find folders like $hf_mig$, here you will have to
Delete all the folders starting and ending with $ sign.
6) Empty
Recycle bin and restart the PC and your issue will be resolved.
