u have 2 options 1 is to get the tablet reflashed or the most common problem is that u have overcharged the battery and it will need a new one this problem is very common in tablets as opposed to i pads as the tablets only get the bottom market parts where as the ipads get higher quality components

ROM is a memory chip built onto the circuit board itself inside the tablet. You would need to completely dismantle the tablet to do it. Most tablets are not built to be taken apart for repairs.

Question edited for clarity. You can't. You have to fix the Volume button first as it is the thing that initiates the reset. But you can try the volume Up button instead. Some version of Android will work with either or both Up and Down.
