If you want the radio to broadcast your call automatically, I don't think I can help you or that the radio can do that.
However, if you want your name or callsign to show up on the screen, I can give you a solution... sort of.
You could program an alternate channel (A/B) that you never use, with your name or what ever.
In channel mode push menu and push up/down arrows or rotate knob until you find menue 26. In that menue you can program one letter at a time and put in whatever you want.
Or you can program a name in that nobody can change or tamper with unless they use computer software by using a chirp cable. Be careful to get a good cable some of the really cheap ones don't work and a few can even break the radio. There is a special box in the computer software where you can type in the welcom message that comes up when you turn the raio on. this video shows the screen. Where it says the radio name under "power on message" you just delete the text and type whatever you want.

Your question is not very specific. Do you have a programming cable? Can you access the internet on a laptop with a USB port for that cable? You CANNOT program radios from a phone or tablet. Get the programming cable, I got mine on Amazon. This is the software I like to use:

Make Sure Your Headphones are in pairing mode with Bluetooth turned on in your Fire's Settings. Scan for new devices with the Fire(in Bluetooth menu) if the headphones don't show up automatically, click your headphones to pair and if prompted to enter a code enter "0000", "0123", or "1234" as it'll be one of those 3. The static tells me that your audio chip is working, but the stages ahead of that are not feeding a signal to the audio amplifier. The intermittent receive sounds like a bad antenna connection, or bad contacts on your transmit - receive circuits. I don't know the Cobra 29 LXBT circuitry, but likely a relay is switching between transmit and receive when you press the mic key. You could try connecting your antenna to the pins on the relay that carry the rf signal to the receiver circuitry. If you suddenly starting picking up signals, you know the switch is the problem, as you have by passed the switch momentarily. Don't try to transmit in this condition.

There should be a way to disable the "roger beep" on your unidentified radio. Check the manual.

Typically you press the button on the front that is marked T/A. It means "talk around" or talk without the towers. It is simplex. Hopefully no one changed that buttons action.
