It sound like you have connected them correctly however unless they are multi-channel speakers you should only have to connect the green cable. Check to see if the volume control on your speakers/monitor and also OS are turned up and not on mute and also check to see that you have sound drivers installed for your sound device/card.

you may need to change the wire around from one socket to the other or a sound card will do the trick.

GREEN - "line out" --> speakers with their own amplifier to boost the sound-level

BLUE - "line in" --> connect to "L/R audio output" from a cassette player

RED - "microphone input" --> microphone

You don;t need drivers for external speakers. Just plug in.

adjust the sound effect, make the bass low.... if your using wmp, you can adjust this in the mixer or equalizer..... please rate my solution

if they are USB plugs then they go to the USB port on the back of the computer or if its a regular plug then it plugs into the speaker in plug on the bottom of the PC case where there should ba a speaker icon/pic. At the back of your system tower, you will see thre small tiny holes with diffrenet colors, like Green white and red, Where you can plugin your speakers

buy better speakers...there are a lot of tinny and bad sounding speakers out there.  Try ebay 

you will need to install drivers for your sound driver. try the website that manufactured the PC's website.
Usually all you will need is the computers model number.
