The software program is KPG-35D and you need a cable that is KPG-36. I can't help you with the software because it is copyrighted by Kenwood. You might have to replace the cone if there's not internal issues

There are a lot of programmable features on that radio. The radio may have a battery that is failing and that could emit a tone, it may have lost the programming that it was set to. Etc. The best bet would be to contact a dealer or service center.

Try opening it up carefully and checking for lose connections, especially the microphone. On second thought most radio communication devices don't allow you to do that so it may be difficult. To test and see if it's the microphone and not the transmitter circuit listen to another radio while you press the button if you hear static or a small pop that means it should be an easy fix if you can get inside. First, clean all the connectors associated with this board. Over time they can get corrosion built up on them and they stop conducting. Use De-OXIT or Isopropyl alcohol to clean them. You may have to clean the deviation control on the board or replace C* and C10. I doubt if the microphone amplifier, Q1, is bad but if you can check the voltages around it, that might give you a clue. This problem shouldn't be too hard to fix as the rest of the radio is working. It may be an out of market radio, meaning from another country. Most cannot be programmed to USA frequencies. It may be a frequency not allowed in that model. You did not list a frequency, you have a Uhf radio, it can only be programmed for Uhf, business band channels and a few others, like manufacturing or shared emergency channels. more information please.

That radio is past the end of life support and parts cannot be gotten. The older units had issues with chips in them that control the tuner and generate signals, the chips are custom made for Kenwood. You may be able to sell it on EBAY for parts.

Because your Radio is not power up so you have must change the EEPROM of your radio from Radio Service Shop, because your old EEPROM all data erased. Normally during update failure this not happen and Radio powerup, only programming of radio erase and LCD show no program and thid fault can be rectify when again updating process run, but your problem is not like that, your radio is not powerup, so you need to change EEPROM then your problem will be solve
