Windows is but one. and comes in XP,VISTA,W7/w8/w8.1 and w10 (8versions of 10, v1903 is now)
the BT must showup in the device manager, what ever dongle you bought IDK, and the PC must be internet connected so the poor thing can actually use Plug and PLAY.
then when that works you must force BT scan. doing the Pair steps stated in your speaker manual BT
