yes I would say it is the plumbing underneath the drain pan. Probably the u shaped bend in the plumbing is full of straws or bottle caps, and/or glass. Double check the hole under the drain pan screen to make sure it is clear of debris.

Could be that the wash sprays are not going straight up or down to be recycled back into the wash tank. Thereby asking for more water to enter the tank from your supply which might not be hot enough at times. If the wash spray is not straight up or down then a lot of water will just go down the drain.

Check the heater wiring with a voltmeter. Should be around 208v to 240v. If ok then turn off power and remove one heater wire and check heater with ohmeter for continuity. Replace if no continuity.

The thermostat for the final rinse booster might be set too high causing the water to boil in booster tank. Water will then spray even when cycle is complete. Turn the thermostat down to 180f or 82c to comply with health regulation. If problem continues replace booster tank thermostat. Or if you have hard water pull thermostat and clean
