The power button connects to to JFP1 pins 6 and 8 according to the book.
CANT LOAD WINDOWS,915GLM-V KEEPS RESTARTING
Remove any add-on cards or devices to determine if they are the cause.
Reseat CPU, RAM and cables to make sure that are no bent pins and they are properly connected.
Google "memtest" download the tool, burn the CD, boot your computer using to the CD and have it run at least two full passes to make sure your RAM is good.
Plug hard drive into a working computer, download and install Acronis Drive Monitor (Free) to determine if the drive is in good health.
Swap out the power supply with a known good power supply.
The two toughest things to test are CPU and Motherboard but if you elimiate everything else one of these must be the cause. Start with replacing the cheapest one first.

When i switch on my system simply my cpu cooling
I would start with a strip and re-build using the age old method of only the bare minimum to obtain a boot to bios first eg 1 stick of ram and if you have on-board graphics then use that.
unplug power supply and re-connect etc to ensure its not a loose power connector.
double check any and ALL board jumpers (take em off and put em back on)
disconnect EVERYTHING else
If you get a boot then its something you took out (yup all the cards came out didn't they ?)
Add one item at a time till you find the bad one.
1. floppy
2. hard drive
3. CD ROM or DVD (one at a time if you have more than one)
4. more ram
5 graphics card
6 additional cards one at a timeetc
Also double check that the motherboard is not grounding out anywhere it should not !!!
