Can you check your charger voltage with a meter? And, make sure it's the right charger for the tablet. They all look a lot alike.

The symptom you described may be due to the main battery being discharged. In many tablets, there are 2 batteries, one main and one used to keep memory intact during suspend mode. When the unit powers on, it turns on the backlight (probably the highest power drain of anything on the tablet) so you can see the icons on the screen. If the main battery doesn't have enough energy, the sense logic will put the machine back into suspend mode, and it will appear to go off. You should plug your charger in, and see if this fixes the problem. If it doesn't then you need to check the voltage of the charger with a meter. If you don't have a meter, you can buy then at Harbor Freight for around $5. With the meter on, and the charger plugged in, stick the red lead of the meter in the center hole, and touch the black lead to the barrel of the power connector from the charger, and you should read some volts. The charger should say on it somewhere it's output voltage. Hopefully you've marked your charger with what device it goes to because many chargers look the same and have the same power connector but are not in fact the same. Making the screen brighter uses more energy. So if you were successful with your "sun" icon, you could have made the problem worse.

"rom"? What exactly are you trying to do? Are you referring to ROM as part of the tablet's memory? If yes, you probably will not be able to do it. ROM is a memory chip built onto the circuit board itself inside the tablet. You would need to completely dismantle the tablet to do it. Most tablets are not built to be taken apart for repairs.

Question edited for clarity. You can't. You have to fix the Volume button first as it is the thing that initiates the reset. But you can try the volume Up button instead. Some version of Android will work with either or both Up and Down.
