Is it just you or any contact for one way chat?
If just you, or just one contact, what I have done is removed that particular contact and real installed with slight name change. Strangely enough vitamin worked for me.
If it's all contacts ( or most) then I would get sim card changed out, I also had that done once before.

Try to reset using the doing these firstly just the soft reset if that doesn't solve the issue complete all these steps.

Use the advanced options in your desktop manager under back-up and restore, then on RHS scroll to BB messenger and click clear, do a back-up and restore once complete and restore BB Messenger

heres what i would try.

go to the advanced option in your blackberry device manager, open the .ipd file he has as a backup, then select the file within the .ipd labeled "service books" load only that software and allow it to reboot. then log into your bis email account on a computer and inside your blackberry bis email account there should be a tab call service books, select this to transfer your new service books to your phone and have them reinstall. after that you should be go. be sure to pull the battery afterwards and allow it to completley reboot. if this still does not work check your tcp settings against what your service provider says it should be! please let me know if this works because i have more solutions but it requires a crack to do it and youll need a step by step!

Contact Cingular if the Sim is locked. Only they can unlock the phone legally IF they locked it. If you locked it and forgot, I would still suggest calling them about it.
