Ping Reply time Problem
Ok, great....
The 3ms to 10ms is where the reply times should be.
On your original question you stated 147ms - 87ms, but with a drop to 6ms-7ms (which is where it should be)
So it sounds like your connection is just re-establishing at start up.
How long do you have the keep alive set for?
How long had the connection been inactive before you pinged it the first time?
What are you using for authentication? 3DES? or something less?
Was the person that programmed your Cisco's certified? (in other words, did he know what he was doing?)
And are you having any connection problems while it is running?

If this article doesn't work for you, I have a 2501 on my network and can see if I have any access-list settings in place. I'm not 100% sure that I do.
It would help if I knew which version of the IOS you were running as well.
Routing
show ip int brief This will show you the available interfaces and type.If you want to create on Fa0/0 for example the config will be as follows:
On configuration mode type
Interface fa0/0.[vlan Id]
encapsulation isl | dot1q [Vlan id]
Assuming you are using dot1q and terminating vlan 200 The config is as follows
int fa0/0.200
encapsulation dot1q 200
ip address --------
on Gig Port
Int gi0/0.200
encapsulation dot1q 200
ip address
The encapsulation used should match the switch trunk.Default encapsulation is isl on cisco switch.If you are connecting another vendor use dot1q encapsulation.
