Fly wheel wont release to start it Honda gx390 .
I think you're talking about the pull starting cord? It wont release when you pull it out and it pulls itself back in. They sell a kit to replace that part. Just keep track of your bolts and screws when you take off the housing to get to the part.
Want start. Getting fuel. No fire at spark plug
These engines have a low oil sensor and if the oil is low, the engine will not have fire. So check the oil level first and make sure it is to the full mark.
Check the spark plug that it still has proper gap .028-.031 in and the proper spark plug BPR6ES (NGK) or W20EPR-U (ND). While you have the spark plug out let's see that it is firing, reattach the plug wire to the spark plug and make sure the spark plug is in contact of a bare metal surface for a ground, the crank the engine over watching for spark in the gap of the spark plug. It would be best to check this in a low light area. Keep in mind that checking for spark this way and there is spark but when the spark plug is installed and there is compression the spark may not jump the gap as it should. If no spark with the plug out check the spark plug wire for cuts or tears and it none seen get a new spark plug. If there is spark with the spark plug out reinstall the spark plug. If the engine hasn't been started for some time drain the gas out of the fuel tank and carburetor. There could be water in the fuel also but to check if there is fire get a can of starting fluid. Drain the carburetor anyway at this point because if there is water in the fuel the next step may not fire the engine because of the water. Take the air filter out and give the opening of the carburetor a short spray of starting fluid. Try to start the engine, if it doesn't start or fire with the starting fluid there is something wrong in the ignition system. The Digital CDI Ignition Coil could be bad but before buying a new one you need to check the shear key of the flywheel to the crankshaft to make sure it is in good shape. You will need to remove the flywheel for this. If the key is in very good shape, then it is the coil.
If the engine fires on the starting fluid then you have water in the fuel or the fuel is not getting into the engine as it should from the carburetor. The carburetor needs to be cleaned.
What will happen if you don't have air gap between
The "Air Gap" is adjusted to create an electromagnetic "charge" between the magnets of the flywheel and the coil of the ignition system. Without the correct clearance it will not produce the spark necessary to fire the spark plug. When the magnets pass closely to the coil, to make it simpler, it produces this "charge" which is then amplified by the coil that can produce as much as 25-50,000 voltsI don't want to make this sound like rocket science, but the fact is if the coil touches the magnets it will wear out the coil and the magnets and not create the right spark. Too much clearance and it will not produce a spark. I first started working with small engines in the early-to-mid 60s and discovered that by taking a sheet of note-book paper and folding it into about three layers thick, placing it between the magnet and coil loosening the coil so that the magnet would pull the coil to make contact and tightening the coil in place. The clearance would then be satisfactory to make a good spark.It would then be a simple matter to turn the flywheel to rotate the paper out from between the flywheel and coil.

Hi, If you did the usual testing (comp,Carb cleaning, etc.) then I would go to the electronic ignition box if it has one. I've been fooled before. Checking for spark, wire off, or plug out, isn't the same as a plug under compression , Good luck.
