Need the standard security key or passphrase. I

Those will be found in your operating manual. Just search for "default" and you'll find them. I've never seen a wireless router that had wireless encryption on by default, so none had a default key.

At what frequency does this router work?

This can very well be the case. The Dell TrueMobile 2300 Wireless Broadband Router is an 802.11b/g wireless access point, which means it operates in the 2.4 GHz spectrum. This is the same frequency that normal cordless phones and microwaves utilize.

See also this solution I posted regarding low signal strength.

There are two other ways to avoid interference. You can either change your network to the newer 802.11n standard or exchange your cordless phone to a system that operates in the 5.8 GHz range. I personally went the second way some time ago, because it was less expensive to buy a new phone system (good ones cost ~ 50$) than to exchange my router and all wireless network cards (~ 150$).

If you have any more questions, just come back here and leave a comment - I'm happy to help.

No this did not solve my problem. i am looking

"Network settings" is a very broad term. I have to assume you don't have a manual to refer to to find the setting you need to change. Use this link to see the entire user's guide...

How do i put the static ip information into this

You need to get into the ip address of the router's settings and assign a static ip address to the specific hardware you are trying to connect. Most routers use some combination of 192.168.x.x where the x is a combination of either 1 or 0. Check with the router manufacturer to find the correct ip address. Good Luck

How to create games on Starcraft when I have high latency?

Just a note, you don't have high latency its just the server thinks you have high latency because its pinging you and your not pinging back because your ports aren't forwarded. The site linked below will guide you through the forwarding process, but please note! You can only host on one computer in your network, the reason for this is you can only port forward any port to one computer in your network.

It is important to follow everything this guide says for your port forwarding to be successful.
Please follow the guide on this site right here

If your having troubles understanding this guide, please leave a comment and I'll get back to you =)

Setting up a w.less repeater using an old w.less b.band router

Temporarily plug in wire network cable into Dell and log into Dell.
1. Set wireless up the same as the Belkin. Save these settings.
2. Set WAN to "Static IP Address and give it an address about 25 higher than Belkin. (Belkin 192.169.0.1 - Del 192.168.0.26). Save these settings.
3. Disable DHCP and Save these settings.
Exit web browser and disconnect network cable. Restart your complete system, first the Belkin, then the Dell, then your computers.
This way, the Belkin is running and able to assign IP addresses to all that start after it.

Ip address conflicts

make sure that you are not connected both wirelessly and wired to one of the pc's, dissable the wired ethernet cards on all of the pc's as this may be the problem, and check in the DHCP client list in your router, refresh the list if you are able and see if there are two references to one pc with the same ip address.

assuming you have DHCP enabled on the router this should not happen as long as your wireless adapters are set to obtain an ip address automatically.
