Try to reset again the router follow this steps in resetting it, Press and hold the reset button of the router for 30 seconds while the power is ON , then after that unplug the power of the router for 10 seconds and check if all the lights are now back to normal if still no and router is still under warranty better have it replace because router is already bad........

you need to add a repeater or signal booster for reciving signal in basement from uper floor.

My expierince is that whatever roueter you buy doenst matter it will not work properly if you are using wirless on 2 diffrent floors. on a same floor it can work smoothly even having walls.

For that you need to enable DHCP on router also enable wireless on router. You need to configure your router with below method. Connect your router to computer with ethernet cable then you can access it with following default link. http://192.168.1.1 or http://192.168.0.1 or http://192.168.15.1 or http://192.168.2.1 If you are not able to access it with above ip then check your computers ip address gateway ip is your router ip try with it. Then it ask for user name and password. Type user as "admin" and password as "admin" or "password" or blank. Then you can see configuration page of router. If you are still not able to access router with above ip then you need to RESET it for that press RESET button for 10 seconds it is in back side of router then all settings defaults..Then you can access it with above method. Then set WAN settings as internet service provider settings enable DHCP. .Click on wireless and enabled it. Then click on wireless->wireless security->WEP security there is code password note down it or enter new password then save setting s and restart router. then you can connect wireless with new password. The wireless router most likely has been configured with WEP or WPA or WPA2 encryption key.
Unless you configure the wireless card in your computer with the router's encryption key the computer cannot connect to the router by wireless.
