You need to get to the boot loader menu. Press and hold the volume down button, then power up the device while keeping the volume down key pressed, that will get you into the boot loader. The first thing you should try is just to select the option that lets you restart the phone. If the phone doesn't restart successfully, get into the boot loader again and select safe mode. if the phone lets you into safe mode, try deleting any extra files and/or apps that you most recently downloaded then restart the phone. If that doesn't work, repeat the steps above to get into the boot loader and then select factory data reset. This will completely reset the phone to factory specs, this is a last resort option, but it will get rid of whatever is causing the phone to have issues. If none of that works, you need to contact your cell phone provider to see if they can do anything for you.

Just guessing, but if battery is removable try taking it out and leaving it out a minute or two and put it back in and see what happens?

Do you have that service provided through your carrier? It may not be a feature that is supported by your carrier.

Depends on how far unlocked you want the phone to be. If you want to flash a custom rom, you need to go all the way and S-Off (requires the "wire trick". Confirm that the charging port is working (it may have cable connection issue, and have to be place in a certain position to charge), If the port is fine, then figure if battery is bad.. If charging port is bad, its a relatively easy and cheap fix.

This has happened to be before but what I did is it helps if you do a factory reset. Yes I know it will get rid of everything on it but as far as I am aware there is no other way to stop this glitch on the htc. Also when the battery drains quickly after charging it normally means that your battery is powering something on your phone which is making it drain quickly. But I would check that when you get home turn the internet connection to Wi-Fi and when you are out and about turn it to the mobiles internet. But as I have learnt that when you are out E.g when you are in a shopping center or anywhere else that is not connected to your Wi-Fi that you should always shut it down and not just leave it to sleep when it comes to turning it off :-)
