imei no cannot be changed...its unique for every mobile devices

This generally happens when there is too much data stored in your phone/sim....now that u have done factory restore so i overrule this....now still if problem persists then probably your phone has malware or its software is corrupted.....contact a service person and get your phone flashed........ service people use special tools like ATF box...or UFS-T for this
