Singer 4423 Sewing Machine - Answered Questions & Fixed issues
Hand wheel will not turn.
I would say that it was at the return auction because it was not working. It sounds like the drive gears are jammed.

How to adjust the bobbin tension.
According to the manual, you should not need to adjust the bobbin tension (and I located other sites which stated the bobbin tension cannot be adjusted on this machine). Apparently, all the tension adjustment is accomplished through the upper thread::
"EN Thread Tension Upper thread tension Basic thread tension setting: "4". (1) To increase the tension, turn the dial to the next number up. To reduce the tension, turn the dial to the next number down. A. Normal thread tension for straight stitch sewing. B. Thread tension too loose for straight stitch sewing. Turn dial to higher number. C. Thread tension too tight for straight stitch sewing. Turn dial to lower number. D. Normal thread tension for zig zag and decorative sewing. Correct thread tension is when a small amount of the upper thread appears on the bottom side of fabric. Lower thread tension The bobbin tension has been set correctly at the factory, so you do not need to adjust it. Please note: - Proper tension setting is important for strong seams. - There is no single tension setting appropriate for all stitch functions, thread or fabric. - A balanced tension (identical stitches both top and bottom) is usually only desirable for straight stitch construction sewing. - 90% of all sewing will be between "3" and "5". - For zig zag and decorative sewing stitch functions, thread tension should generally be less than for straight stitch sewing. - For all decorative sewing you will always obtain a nicer stitch and less fabric puckering when the upper thread appears on the bottom side of your fabric. 1 A B C 22 D"
Doing further research, I found this statement on a machine review site:
"After reading reviews online from where I've bought my drop-in bobbin machines, I think many of the negative reviews are due to the bobbin thread coming up without laying across the bobbin. It can cause the stitches to look very sloppy and no amount of tension adjusting can fix the stitches."
There are several machine review sites wherein 4423 owners stated their disappointment in the 4423's performance. Some said the machine failed almost immediately and others said the machines developed problems when sewing heavy fabric.

What causes knocking sound
Have you cleaned and oiled it recently? Sometimes the machine will have a metallic knocking sound if it needs a good oiling (your owner's manual will show you how and where to oil), I usually do mine every 5-10 hours of sewing.

Why is my bobbin thread tangling into a ball
1. TAKE THE BOBBIN AREA APART. BLOW IT OUT AND USE A QTIP TO CLEAN IT BETTER.
2. OIL THE RACE AREA (UNDER THE BOBBIN CARRIER) WITH ONE DROP OF SEWING MACHINE OIL.
3. HANG YOUR CARRIER WITH THE BOBBIN INSERTED WITH IT ROTATING COUNTERCLOCKWISE. ADJUST THE LITTLE PLATE (TENSION) SO IT WILL EXTEND FROM YOUR FINGER BY ONE INCH WHEN BOBBING.
4. INSERT EVERYTHING.
5 THREAD THE TOP CORRECTLY AND ADJUST THE TENSION TO FOUR. IT MAY NEED ADJUSTED SLIGHTLY.
6. TEST THE TOP TENSION BY PUTTING YOUR FOOT DOWN. WHEN THE THREAD IS PULLED ON IT SHOULD HAVE RESISTANCE. PUT YOUR FOOT UP NOW. PULL ON YOUR THREAD AGAIN. THIS TIME THE TENSION SHOULD BE SLIGHT. IF IT ISN'T THEN YOU HAVE A SNAG BETWEEN THE NEEDLE AND THE NEEDLE SPOOL. MOST LIKELY, IT WOULD BE THE THREAD WASN'T MADE TO GO BETWEEN THE TWO SAUCER PLATES OF THE TENSION CONTROL.
7 INSURE THE BOBBIN HAS TWO INCHES OF THREAD HANGING. TURN THE HAND WHEEL TOWARDS YOU (TOP OF WHEEL) WHILE HOLDING THE NEEDLE THREAD TOWARDS THE BACK OF THE MACHINE. YOU SHOULD NOTICE THE BOBBIN THREAD TO COME ABOVE THE NEEDLE PLATE. WHEN THIS HAPPENS PULL IT TO THE BACK.
8 SLOWLY, TRY TO SEW SOME RAGS TO TEST THE MACHINE. IT IS LIKELY THE TENSION WAS NOT SET PROPERLY.
9. ANOTHER THING THAT WILL CREATE A PROBLEM IS WHEN THE HOLDERS OF THE BOBBIN CARRIER ARE HOLDING DOWNWARDS TOO HARD. THREAD HAS GOT TO SLIDE UNDERNEATH OF THE HOLDERS. YOU MAY HAVE TO ADJUST THESE.
10. ALWAYS MAKE IT A HABIT TO CHANGE THE NEEDLE AS A FIRST CHOICE FOR TROUBLESHOOTING.

How to change light bulb
On the newer machines, the light bulb is LED and comes with an assembly or harness that plugs in. I checked Sewing Parts Online, and they don't have one listed, however, I would call them, because the same parts are generally used by a number of different machines.

Where can i change the timing
Retiming a machine can be tricky without special measuring equipment. I would recommend that you have a sewing machine technician adjust it, but it does not have to be a Singer technician--it's a common adjustment on any machine. I understand Sears will service any model of machine.
The most common cause of the hook going out of synch is turning the hand wheel away from you repeatedly. ALWAYS turn it towards you.
