No you cannot use a ZXP Series 3 ribbon on a ZXP Series 1, or vice-versa. All Zebra ribbons contain RFID tags with ribbon specifications, including the ribbon type (part-number). The printer validates the ribbon as matching the printer you're using, and allows or disallows use, depending on if it is specified for the model or not.

I'm not familiar with Zebra, but usually the flashing is a warning indication that the cartridge needs replacing, or that the cartridge is not one made by the manufacturer. Check with Zebra if their cartridges contain a chip which detects a 3td party product.

Either the Printer Drivers are old or incompatible with the OS; or the Windows program has failed to read the printer. Check the Printer drivers and reinstall the printer when connected to the computer via the Settings. In the Settings go to Printer area and work from there.
